Chapter 7. Flood Management: Learning to Live with "Too Much" Water

This chapter looks at the changing nature of flood risk and what we can do to better manage our exposure and vulnerability to flooding. We address questions such as these:

  • What are the different kinds of floods?
  • Are all floods bad?
  • Have floods been getting worse because of climate change?
  • What can we do to reduce flood risk?
  • Does flood insurance help or hurt in the effort to better manage floods?
