Chapter 11. Reallocation and Coordination for Improved Water Governance

In the previous chapter, we observed that existing water allocation systems are often inequitable, unsustainable, and inefficient. In this chapter, we think about ways that both water allocation and water governance more broadly could be improved, addressing questions such as these:
How can we move towards more efficient and equitable water allocation?
What role should markets play in re-allocating water?
How can we protect and restore environmental flows and tribal water rights?
How can we better coordinate different water uses and plan for a changing future?
